The first thing you could do is roll a ball towards a bumper. You shouldn't really hear any sounds, for example a thud. The second thing we recommend our clients try is simply feeling the malleability of the bumper. The bumpers should be easy to press against with not much force, or soft. Hard bumpers put too much resistance on a ball during contact. They will absorb the momentum of a ball and veer it off course. "You are not playing pool at this point," we tend to tell our customers. "Pool is a game of angles, and with bad bumpers predicting your angles is jeopardized dramatically." Felt is usually a personal call for customers. Usually it's due to stains, color loss, or tearing. Less often it's due to a cosmetic factor in a room that's freshly painted or carpeted. Some customers tend to replace felt during transportation to save money for themselves, and others don't really care the tables for the kids. It's your call as our customers.
